ANSWER

You need a system license in Empower to run a Thermo instrument.

ADDITIONAL INFORMATION

Since Empower 3.7.0 all instruments require an ICL, including third party which previously only had paper licenses.

Who sells the license for the Thermo CAD? 

1. If the CAD was purchased before the ICL Program agreement date with Thermo (May 28th 2021) and the Customer is upgrading to Empower 3.7.0. or higher, Waters may grandfather a license to the Customer free of charge to connect their CAD to Empower. 
2. If the CAD was purchased after the ICL Program agreement date with Thermo (May 29th 2021), Waters must sell the Thermo ICL to the Customer.
3. The customer must purchase a Thermo LC License to connect their CAD to Empower.
