SYMPTOMS

Problem with USB licensing device driver.

Access the PC directly. The licenser tool does not work if you are accessing the PC via remote desktop connection.
Verify that the license device drivers are installed correctly. These drivers and the Progenesis QI software are bundled together. When Progenesis is installed, it should also install the dongle drivers. To confirm this, install the software and then look at the bottom of the first screen. If the drivers aren't installed, there will be a link like the one circled in red in the following picture
