No. The Offline Storage Manager (OSM) module can move files to long-term storage, but it cannot send email notifications when it moves files.
ADDITIONAL INFORMATION
One of the original design goals for data storage in SDMS was that the location of a file—be it in the database, moved elsewhere by OSM, or in Managed Storage—is invisible to the end user. When a user clicks to restore a file from SDMS, the system is designed to restore that file from wherever it may reside, barring any technical glitches, and no indication of the storage location is given to the user. Sending notifications of files moved offline would violate this design principle.
