ANSWER
Yes. NuGenesis, as of NG8 Data Adapters Release 3 and all later versions, using the "Project Based" option, will immediately capture an empty Empower project.
"Empty" projects in Empower are those projects without injections or without results.
ADDITIONAL INFORMATION
Empty Empower projects ignore the archive protocol in the FC template and are always captured.
Empty Empower projects ignore the data management protocol in the FC template and always set the record to "Delete Date not set".
Enhancement request CRI-5800 has been filed to allow SDMS to delete the archived empty projects.
