None of the NuGenesis SDMS file capture modules start in the SCC - WKB222983

SYMPTOMS

• None of the NuGenesis RPC service modules (AA, DM, TE, OSM) start and stay running when started through the NuGenesis SCC
• This issue is different from the NGTETime.ini issue as observed in NG 9.0.x; in that case, only the TE module would fail to start
• With this issue, none of the modules start and run; and this issue is evident in NG 9.1, which does not have the NGTETime.ini issue
• No errors in the Auto IQ log file for the SDMS File Capture modules
