No communications with MS; error "Could not connect to the Waters DHCP Server" - WKB19498

SYMPTOMS

• Installing SCN 849 on a new P510 PC
• Trying to run the Waters DHCP Server Configuration file in C:\Program Files (x86)\Waters Instruments
• Waters DHCP Server Configuration error box appears:
  "Could not connect to the Waters DHCP Server
  Windows error code:
  The operation completed successfully"
  
  
• No communications to mass spectrometer
• Cannot connect to DHCP Server; "Cannot connect at this time" message appears
• Error in inlet editor: "Waters Generic Instrument COM Server - Detector Method get configuration failed with error: 80004005 unspecified error"
• PC and EPC restarted with no change

ENVIRONMENT

• MassLynx SCN 849 with compulsory patch SCN 896
• P510 PC
• Windows 7
• TQ Detector (Waters ACQUITY TQD)

CAUSE

Waters DHCP Server Service (WDHCP Service) did not start.

FIX or WORKAROUND

Restart the Waters DHCP File Service according to How to restart the Waters DHCP Server - WKB45004.
