SYMPTOMS
- HCO 3.0 installation fails

CAUSE
The 7697A requires that Port 80 is used and that the firewall service is enabled.
FIX or WORKAROUND
- Enable the Windows firewall service and attempt installation again.
ADDITIONAL INFORMATION
This issue will not occur in ICF 3.0 and above.
