CAUSE
WatersEmailService is running.
FIX or WORKAROUND
- Go to Computer Management > Services and Applications > Services.
- Scroll down and select WatersEmailService.
- Click the link in the upper-left portion of the window to stop this service, or right-click and select Stop.
- Install Empower 3 FR4.
