CAUSE
Waters DHCP Server Configuration.exe is missing from c:\Empower\Instruments.
FIX or WORKAROUND
Copy Waters DHCP Server Configuration.exe from another LAC/E to c:\Empower\Instruments on the affected LAC/E.
