This behavior is likely due to intermittent network issues that occur when the time is being written—especially during recovery from buffering.
ADDITIONAL INFORMATION
We are looking to enhance Empower logic to better handle situations where the time zone cannot be obtained from the database. Currently, Empower should get the time zone from the database upon login and keep that information. There could still be an impact from network issues when writing data to the database.
Better checking of return values will help address issues encountered with obtaining the time zone. Going back into buffering to wait for the database to settle down and recover could address this situation.
