No. Methods in a project that have been locked as Process Only cannot be altered/saved.
ADDITIONAL INFORMATION
One work around to this is to create a project for the sole purpose of housing methods. You can change access/user groups and privileges to ensure no users can acquire in this project. Once the methods are saved in this project, an admin would need to unlock the destination project, then go into the project housing the methods, copy the desired methods into the destination project, and then lock the project once again.
