ANSWER
Database backups run in Enterprise systems on a set schedule (using RMAN or Hot/Cold Backup Scripts), or by clicking File > Backup Database in the Project Manager of Empower Personal. They are a copy of the current state of the database and are designed for disaster recovery (for instance, if a computer fails and the same version of Empower is re-installed). They are only able to be restored to the exact same version of Empower on which they were collected. They are not designed to migrate data between Empower upgrades. Transferring data between versions of Empower requires project level backups.
A project level backup saves specific projects to a file structure that can then be imported to the same version or any newer version of Empower. It is used for data archival purposes and for moving data to newer versions of Empower. The procedures cited below are used for backing up and restoring projects:

Be aware that you cannot use a database backup to restore your data after the upgrade; you must use the project backup and restore procedure.
ADDITIONAL INFORMATION
For restoration purposes of a database backup, you must have a copy of the database backup AND the raw data files associated with it in order to perform the restoration.
