CAUSE
Unknown
FIX or WORKAROUND
- Uninstall the partial installation of Empower and reboot.
- Disable Windows Firewall/Windows Defender.
- Disable antivirus software and all security software.
- Disconnect Ethernet cable(s) from network(s).
- Reboot the PC.
- Install Empower as a local Windows administrator.
