ANSWER

The concentration of the final formulation of Waters PIC reagents (PIC A and all PIC Bs, as well as the low-UV versions of these) when made up per the product care and use instructions (one vial into 1 L final volume) is 5 mM.  For the Waters PIC D-4, this value is 10 mM. 

ADDITIONAL INFORMATION

To make up alternative concentrations of working mobile phase using these reagents, simply adjust the final volume down (for higher concentrations) or up (for lower concentrations) accordingly.
