ANSWER

In the case of the 2414 detector, the correlation between the refractive indexes of the solvent in the reference cell, and the solvent & sample flowing to the sample cell determines the positive/negative of the peak.
It cannot be predicted by simply comparing the refractive indexes of the solvent and the sample because it is a tradeoff with the solvent in the reference cell during run.
