Cannot communicate with an Agilent 6850 GC in Empower - WKB7997

SYMPTOMS
- An established 6850 GC system is not communicating with Empower
- Unable to ping the IP address
- No changes were made to the GC's firmware, LAN settings, or configuration on the front panel of the 6850
- Other Ethernet-controlled instruments (including other GCs) connected to the LAC/E are not having communication issues
- Rebooting and reconfiguring LAN settings does not resolve the issue
