ANSWER
The qualification status "Lapsed" means that the qualification period has surpassed 1 year and has expired. If you change the Scheduled Date to a future time, the status changes to Not Qualified and then you should be able to start the qualification.

The next qualification date and GxP fields are text entry fields. You can modify these as needed. By default, the next qualification date is set to one year after the last qualification date. Discuss this function with the customer; requalification may not be required.
