For Empower, the answer is "at your own risk"; these three instruments are not officially supported, but there are reports that they do function correctly. It would be at the user's own risk to use them on Windows 10.
For MassLynx, the answer is "yes". It is officially supported as long as the correct SCN of MassLynx 4.2 is used.
