CAUSE

The RAM allocated for Oracle is insufficient for normal operations.

FIX or WORKAROUND

Increase the RAM allocated for Oracle.

Example syntax:
ALTER SYSTEM SET memory_max_target=8G scope=SPFILE;
ALTER SYSTEM SET memory_target=8G scope=spfile;
SHUTDOWN IMMEDIATE
STARTUP
