Error "Record: XX is already in use or has been logically deleted" appears when releasing a document in NuGenesis LMS - WKB101675

SYMPTOMS

• The following error message appears when releasing documents in NuGenesis LMS:
  • Record: XXXX is already in use or has been logically deleted
• All users are unable to release/sign documents in NuGenesis LMS due to this error

ENVIRONMENT

• NuGenesis 9 LMS
• NuGenesis 8 LMS
• NuGenesis 8 ELN

CAUSE

The counter numbers for user notifications in the LMS system configuration table are less than the maximum notification IDs in the LMS notifications table.
