ANSWER

In the Manage Groups > Assign rights, the user needs to have General > Import Legacy Project.

In the Directory Policies, assigned directory paths must have Import enabled.

ADDITIONAL INFORMATION

Note: The MassLynx user specifying their signature credentials for the Import of a project or file must be the user who logged into MassLynx. If Import: Legacy Project is enabled under the Dual Authorization Policy, then the Import action can only be performed by a User. It cannot be performed by an Administrator.
