No, this is not possible or supported. At each upgrade of Empower, feature changes are made to the schema definition of projects that require updates to any existing projects.
If you attempt to restore projects to older versions the project, they will not be compatible and restore will fail.
Importing older projects into newer versions of Empower is possible because upgrade scripts are automatically applied to the project during the import.
