ANSWER

Beginning with Empower 3 SR3, the Message Center includes new features that prevent purging of messages and provide a mechanism for longer-term archival and access to messages.

The EXTERNALTABLES directory was created as a repository to move messages into data files when the rows in the Message Center exceed 1,500,000. These are called nearline messages.

From the Search Messages tab in the Message Center, the user can select the "Include Nearline Messages" check box to execute a search of the Message Center table and the messages that are stored using the external database table.

ADDITIONAL INFORMATION

After the Empower Message Center reaches a size of 1,500,000 rows, the oldest 500,000 rows are moved to the nearline external database table and written to a datafile in the EXTERNALTABLES directory.
Each time 500,000 messages are moved, a new data file is created. The expected size of this file is approximately 200 MB.
The external tables are created in dump file form in the subfolder called EXTERNALTABLES under the Empower database oradata folder.
If the EXTERNALTABLES directory doesn’t exist, then no rows from the message center are moved and the message center will just continue to grow. This uses space in the Oracle database USER_DATA files, and excessive growth of the message center would reduce its performance.
An Oracle job (“MOVE_MSG_TO_NEARLINE_JOB”) is created on the database server and runs once per day to move messages to the Nearline table, if there are more than 1,500,000 messages.
An error message is generated and written to the Message Center if the messages cannot be moved to the Nearline table. A missing EXTERNALTABLES directory could cause this type of error.
When upgrading from earlier versions to SR3 the existing message center entries are migrated to the new message center
