ANSWER
Empower is only tested with the operating systems released during the testing of new version development, it is not tested with OS patches timely.
Therefore, there are many cases where OS patches are not applicable until the Empower version update.
Or, in some cases, customers apply OS patches and perform the testing by their own.
In that case, there are cases where you do it in a test environment and cases where you do it in a production environment.
