ANSWER
This is a feature introduced in Empower 3 Feature Release 1 (assuming the system policies are set to time out after a given time period).
It is expected that re-authentication is required twice—once for any open application windows and once for the Pro interface.
ADDITIONAL INFORMATION
See PCS 47638, which was a defect where the Pro window presented two re-authentication dialogs. This was fixed in Empower 3 Feature Release 2.
