ANSWER

Microsoft just renamed the Long Term Servicing Branch (LTSB) to Long Term Servicing Channel (LTSC).
Windows 10 Enterprise 2019 LTSC generally follows the same approach as Windows 10 Enterprise 2016 LTSB.

As mentioned in the Empower 3 FR5 Release notes, it supports with Windows 10 Enterprise 2016 LTSB.
There is no official update for support with Windows 10 Enterprise 2019 LTSC .

• Configuration 15 is supported with Windows 7 Professional (64-bit, for Windows Embedded Enterprise) SP1 and Windows 10 Enterprise 2016
LTSB (Long Term Service Branch) 64-bit.
• Configuration 16 is supported with Windows 7 Professional (64-bit, for Windows Embedded Enterprise) SP1 and Windows 10 Enterprise 2016
