Empower 3 FR5 Enterprise installation hangs at "Unlocking Oracle built in users" error - WKB70424

SYMPTOMS

• Empower 3 FR5 installation hangs (2 hours)
• Error message "Unlocking Oracle built in users" appears; installation does not proceed or complete    

ENVIRONMENT

• Empower 3 FR5

CAUSE

The local administrator account used for the installation is not part of the Administrator group.

FIX or WORKAROUND

Ensure that a local administrator account is used for the installation and that it is a member of the Administrator group.

ADDITIONAL INFORMATION

Also verify that Windows Defender is turned off. If multiple attempts are made to install because of this problem, (1) remove Empower by running setup.exe, (2) reboot, (3) use CCleaner (or similar) to scrub the registry, (4) remove the various Empower folders that are left behind on the drives, (5) reboot again, and then (6)make another attempt at installation.
