ANSWER
When a user creates a new library or new spectra and saves it with the same name as an existing library, Empower deletes the existing library or spectra. This is expected behavior because the user is overwriting an existing library or spectra and the action is recorded in the system audit trail as Deleted Library or Deleted Spectra.
