Agilent Instrument Control Framework (ICF) 2.6 Update 2 - Refer Agilent ICF 2.6 Update 2 release notes. Recommended firmware is 2.0
Requirement: You must first install the ICF Support Layer software, such as ICF Support Layer v3.2, and then install the Instrument Control Framework version 2.6 Update 2. Agilent ICF 2.6 comes with LC DRIVERS A.02.19 SR2 AND  GC DRIVERS 3.1, so you won't need to install A.02.19 separately. 

8860 and 8890 are not supported on ICF Support Layer 3.1.

Recommended to install Instrument Control Framework Support Layer 3.5 or newer
