ANSWER
The electronic sign-off PDF is stored in the database. To access the sign-off PDF, open the project and double-click the sign-off within the sign-off tab.
The PDF is not saved outside of Empower.
ADDITIONAL INFORMATION
To save a PDF after sign-off, the system policy "save report image (as PDF) after sign off" must be enabled.
