ANSWER
The system audit trail event "modified database" is included in the restore process when you restore a project from a previous version of Empower to a new version of Empower. When a project is restored from a previous version, it will prompt the user doing the restore to restore to the next point revision (screenshot below). Then, those entries will be in the audit trail because the project needs to be updated to the current version of the database/Oracle.
If you back up and restore a project from the same database version (for example Empower 3 FR4 to Empower 3 FR4), it will not prompt you to update the project to the next point revision because it is already the correct version, and no "modified database" entries will appear in the audit trail.
