ANSWER
When running the setup.exe and selecting "Install Optional Components" > "Waters Export Utility", the information in the setup window says "The Export component will allow you to export system objects from Empower 3 or earlier databases".
- Waters Export Utility exports the millennium user.
- The Millennium user is an internal user that is used as a base for other users (IE PROJECTS, which are users in the database).
- This export will export the millennium user tables to a file. It is used if the user wants to upgrade to a new release and not need to recreate all user groups, systems, and so on.
- There is a restriction in that it works only for Empower 3.
- Cannot use it to do Empower 2 to Empower 3.

A system object export captures most objects from within Configuration Manager, such as chromatographic systems, users, user groups, libraries, and so on.
Note: Projects and licenses are not included in the system object export.
