ANSWER
Each Windows Empower node in an Enterprise deployment is configured with the Node Time Zone. When a connection to the database occurs, the node's Time Zone value is used to alter the Oracle session. This ensures that the local time zone is used.
Non-buffered data
When an Empower sample set is started on a LAC/E or an Empower Acquisition Client, the local time zone is retried and the Oracle session is altered to reflect that. The numeric time value is determined from the database node's operating system clock. The time stamps for SampleSet Start Date, SampleSet Finish Date, and Date Acquired use a combination of the database server clock and the node's timezone setting. If the sample set is run in Run and Process or Run and Report, additional fields such as Date Processed will also use the database server clock with the node's timezone setting.
Buffered data
If there is buffering, either in the middle of the run or at the start of a sample set, the source for the time value (not the time zone) shifts to the node where the acquisition is taking place. The timezone still comes from the value configured in Empower. The two are combined during recovery. This does not impact processing-related date stamps because there is no processing once buffering occurs.
