ANSWER

The project restore process initially allocates a size quota of 2 GB (2096000) for a project so that it can hold what it needs, and when finishing the process, it resets or trims down the restored size to what is appropriate for that particular project. The project restore update process may increase the size of the project if it adds entries into the project's tables, as may be necessary when restoring projects from older versions of Empower or Millennium that used different versions of Oracle databases.
