SYMPTOMS

• Newly created projects do not have the expected Comment and Confirm Identify settings
• New projects are instead set to Comment = Silent and Confirm Identity = False

ENVIRONMENT

• Empower 3.8.0

CAUSE

This behavior is documented as CRI-6115 against Empower 3.8.0.

FIX or WORKAROUND

1. Disable the setting "Don't allow user to change default 'Require User Comments On' settings" on the New Project tab in System Policies and implement a procedural control on new project creation, advising users not to change the new project default settings.
2. Clone from a project known to have the expected project-level Comment and Confirm Identity settings, because cloning is not affected by this behavior.
