Empower 3.8.x Personal is not supported with Windows 11

Empower 3.8.0 supports Professional or Enterprise version 21H2.

Empower 3.8.1 supports Professional or Enterprise version 22H2.

For Windows 11, Empower 3.8.0 and 3.8.1 are tested for non-acquisition Empower Client platforms only, acquisition clients are not supported since these have not been fully evaluated

Empower 3.9.0 is fully supported and tested for:
