SYMPTOMS

• Cannot open Empower
• Error message: Database connection failed ORA-12518 TNS:listener could not hand off client connection (from Citrix server or Empower server)
  

ENVIRONMENT

• Empower 3 Enterprise

CAUSE

Server problem - the Empower Oracle server is either unresponsive or not responding and/or was very slow under Windows.

FIX or WORKAROUND

1. Restart the Empower Oracle server.
2. Check the event viewer to find the source of the issue.
