CAUSE

The search threshold was set too low. Empower does not report any matches with a match angle greater than the search threshold.

FIX or WORKAROUND

1. The search threshold is an experimental value. The lower the search threshold, the greater the discrimination between matches (resulting in fewer matches). 
2. If a match is expected, increase the search threshold to a value above the match angle.
