FIX or WORKAROUND
- This error usually means the oracle did not start correctly.
- Need to check the oracle alert.log in C:\empower\oracle\diag\rdbms\Wat12\Wat12\Trace directory.
- Go to the botton and scroll back to see where the real error is .
- Call into tech services to assist with the resolution.
