SYMPTOMS

• Error: ORA-12528: TNS Listener: All appropriate instances are blocking new connections observed when logging in to Empower 3
• A reboot does not resolve the error
• Restarting the Oracle services does not resolve the error

ENVIRONMENT

• Empower 3 Personal

CAUSE

The adump folder is too large.

FIX or WORKAROUND

1. This error usually means the oracle did not start correctly.
2. Need to check the oracle alert.log in C:\empower\oracle\diag\rdbms\Wat12\Wat12\Trace directory.
3. Go to the botton and scroll back to see where the real error is . 
4. Call into tech services to assist with the resolution.
