ICSs fail to install with error code 1603 - WKB16440

SYMPTOMS
- When trying to install Driver Pack 4 SR1, the install fails with error 1603 and Error 1023
ENVIRONMENT
- Empower 3 FR4
- Driver Pack 4 SR 1
CAUSE
On the initial install, the ICS Companion Service did get installed prior to the failure. On subsequent attempts to install the drivers, the error occurred because the ICS Companion Service was already running.
FIX or WORKAROUND
Stop the ICS Companion Service, and then try to reinstall the drivers.
Make certain that the user installing is a local admin in Windows.
ADDITIONAL INFORMATION
DP4 SR1 is not supported on Windows 10.
