ANSWER

The "Create Projects at the Root" privilege is a privilege to create a project at the top level.
If the project does not exist, there is no option to select the parent project and create a project in the hierarchy below it.
In this case, you cannot create a new project without the "Create Projects at the Root" privilege.
If any project exists, even if the "Create Projects" privilege is ON and the "Create Projects at the Root" privilege is OFF, it is still possible to create a project in the hierarchy below that project.
