ANSWER
The .dat files are the Oracle raw data files, accessible only within the context of the entire project. You should never delete the .dat files outside of Empower. If a .dat file is deleted, the chromatogram will still be in the Oracle database, but the chromatogram will not be reviewable. By themselves, .dat files are unusable.
