• Empower Personal "Backup Database" fails to complete when running on Windows 10
• DIM-00018: Failed to stop Oracle service
• O/S-Error: (OS 5) Access is denied

ENVIRONMENT

• Empower 3 Personal
• Windows 10

CAUSE

It is believed that an undetermined Microsoft OS patch triggers this behavior.

FIX or WORKAROUND

Set the Local Security Policy setting "User Account Control: Run all administrators in Admin Approval Mode" to Disabled.
