ANSWER

TEAA will increase retention of negatively charged acids.

TEAA may or may not reduce retention of bases.

TEAA should not impact retention of neutral compounds.

ADDITIONAL INFORMATION

TEAA is an ion pairing agent. 

The triethylamine will ion-pair with negatively charged species, which will make them more nonpolar (more retentive on C18). 

The triethylamine may also adsorb to the hydrophobic C18, which will leave a positive charge sticking up from the C18 ligands and may repel positively charged bases.
