ANSWER

If the mobile phase is made up with buffer outside its buffering range, the chromatographic method will be less robust. The buffer will not be able to buffer changes in pH to the mobile phase as it sits in the container. Additional mobile phase controls may be needed depending on the nature of the analytes being separated.
