ANSWER
1) Power-on the PC and log in to Windows. Do not start MassLynx at this time.
2) Power-on the UPLC components starting with the SM. Wait for the LEDs to be green before moving to the next component.
3) Power-on the Xevo TQ-S. Wait for the fans on the back to slow down.
4) Open MassLynx and confirm communications.
5) Open the tune page and start the vacuum system from the Vacuum > PUMP menu.
