ANSWER

The static decay test is a diagnostic tool that is not required to verify the health of the system. 

ADDITIONAL INFORMATION

There is no leak specification for the Alliance. The leak test provides only the leak rate and does not verify proper operation relative to design and specifications. It is not removed because it will be run if the unit does not achieve <2.5% of system pressure.
