If you want to have the same custom modifiers on two systems, you must manually create them on both systems. Also, the custom modifiers are not exported when you run the migration tool when migrating from UNIFI to waters_connect, or from one version of waters_connect to another. So you must manually recreate custom modifiers after a migration.
