Unable to download Skyline-daily - WKB206947

SYMPTOMS

• When downloading the Skyline-daily software, an error says "Setup has detected that the file 'C:\Users\ADMIN~1\AppData\Local\Temp\VSD38B3.tmp\DotNetFX472\NDP472-KB4054531-Web.exe' has changed since it was initially published. Click OK to retry the download, or Cancel to exit Setup." Example of error:
  
• After clicking OK, another message appears saying "An Error occurred while installing system components for Skyline-daily. Setup cannot continue until all system components have been successfully installed." Example:

CAUSE

Corrupt or missing Microsoft .NET Framework 4.7.2

FIX or WORKAROUND

1. Reload KB4054566 or reload Microsoft .NET Framework 4.7.2.
