The TE module in NuGenesis SDMS does not start, but AA, DM, and OSM can start - WKB86560

SYMPTOMS
- When starting the TE module in the NuGenesis SCC program, the program goes back to a red stopped state
- The other three modules in the SCC start successfully
ENVIRONMENT
- NuGenesis 9 SDMS
- NuGenesis 8 SDMS
CAUSE
An empty "TETime.ini" file exists in the Temp folder for the NuGenesis RPC service user.
